Raskin said that as a response to Jobs' claim that (quoting from memory) "I feel I still have a couple good designs in me." It's unfortunate that the article omits this bit of context from the original interview in Programmers at Work.

He's not saying that Jobs is without merit, just that he steals credit from those to whom it rightfully belongs.
